At the same time, the local tyrant Sung Ba is riding roughshod over the people. Pang Kung dispatches Tsui Sing, the Hero Copper Hammer, to investigate. On his way, Tsui Sing saves common girl Yu Bo-zhen from being abducted by Sung Ba. But after a lapse of time, Sung Ba succeeds in apprehending Bo-zhen against her will. Pang Kung sets out to personally investigate the case by disguising himself as a fortune-teller. He visits the Sung mansion where he is held after his disguise is seen through. Tsui Sing and the fighter Ko Tung-hoi set out to rescue Pang Kung. They succeed only with the help of the eccentric knight Au-yeung Tak. Meanwhile, Madam Nine Flowers has corrupted Magistrate Wong. Invoking the name of the Tianshan Goddess, she has persuaded the magistrate to invest in the building of a temple devoted to the goddess. In fact, the temple is used as a trap to lure young men, to rape and kill them. Tsui Sing is once more ordered to investigate, but he falls into Madam Nine Flowers' trap and is drugged. (Part Two) Au-yeung Tak is summoned to arrest Madam Nine Flowers. While on his way to see Pang Kung, he stays in Mother Song's "black inn" by mistake, not knowing that Mother Song is in fact the mother of Madam Nine Flowers. Au-yeung Tak is bound and taken to Old Lung Mountain to be burned to death but is saved by the Red Lotus Elder. When Tsui Sing and associates rush to the scene to rescue Au-yeung, they find only his hat. Believing Au-yeung is dead, they order the arrest of Madam Nine Flowers. Au-yeung's disciple Mo-kit vows revenge against his master's killers, only to find himself being trapped and drugged by Mother Song. Mother Song plans to kill Mo-kit but Madam Nine Flowers is bewitched by his beauty and revives him. Mo-kit gets hold of the drug by trickery and succeeds in drugging the whole gang. He brings them to the magistry but the corrupt magistrate, privately infatuated by Madam Nine Flowers, frees her . Mo-kit escapes and flees to Pang Kung. With his band of stalwarts, Pang Kung traces Nine Hower's where abouts to the Sing fortress but only find that she has escaped. Not long after, Au-yeung Tak, now a monk, turns up at Pang Kung's bearing a gift. The gift, to everybody's surprise, turns out to be the dead body of Madam Nine Flowers.
