内容介绍 :	Kwan Sum-man returns to China after his studies in America, filled with idealistic hopes about serving his people. When he becomes chief of a government department, he turns his mind to alleviating the problem of prostitution. This threatens the interests of corrupt official Ho Tsok-wai and leads to Sum-man's dismissal. War is declared. Sum-man is saved from enemy fire by an old beggar. Together with the beggar, Sum- man leads a life of survival on the fringes. At one point, he is taken on by his uncle but his uncle is soon arrested for corruption. Sum-man helps a prostitute, Lau Kit-ching, disentangle herself from a brothel and reunite with her husband, Commander Wong Sing-wan. To thank Sum-man, Sing-wan supports him in running a newspaper. The success of the newspaper attracts the attention of Tsok-wai. However, justice is done in the end. Tsok-wai is dealt with under the law and Sum-man runs a welfare centre for the poor.
